promote democratic values, principles and practices among both public authorities (as duty-bearers) and grassroots communities (as rights-holders), in order to enable all citizens to claim their political, economic, legal, social, health and educational rights within a democratic system founded on the rule of law.<\/p>\n<p>The programme also aims to strengthen good governance by improving institutional performance and accountability through respect for the separation of powers (legislative, judicial and executive), advocacy for regular presidential, parliamentary and local elections whenever conditions allow, and the protection of public and individual freedoms.<\/p>\n<p>In addition, the programme includes targeted capacity building for government officials and law enforcement personnel to enhance service delivery, embed adherence to human rights standards, strengthen social cohesion, and prevent and respond to hate speech across Palestinian communities in the Gaza Strip and the West Bank.<\/p>\n<\/div><\/div><\/section>\n<section class='av_tab_section av_tab_section av-av_tab-dc6902b04626a4fe0b68071f42582823'  itemscope=\"itemscope\" the local level, with the aim of nurturing informed, proactive citizens who are able to engage in local decision-making and hold local government bodies to account.<\/p>\n<p>The programme also aims to build constructive, participatory relationships between citizens, local government units and municipalities, leading to greater transparency, responsiveness and overall quality of public services. By enabling individuals to take an active part in governance and promoting inclusive, accountable practices, the programme contributes to stronger local democracy and more sustainable community
