The legal unit at the Palestinian Center for Democracy and Conflict Resolution held a special working meeting with the High Judicial Council on \"Overcrowding of inmates and detainees in reform and rehabilitation centres and police lock-ups\". The meeting was attended by Counsel Abdel Raouf Al-Halabi, president of the High Judicial Council, Counsel Ashraf Fares, head of the Council's technical office, Counsel Ziad Thabet, deputy head of the technical office, Counsel Hassan Al-Hissi, president of the Gaza Court of First Instance, Mr. Ali Sarsour, assistant attorney general, Colonel Atiya Mansour, head of the reform and rehabilitation centres, and, for the Palestinian Center, Mr. Iyad Abu Hjair, director of the Gaza branch, together with the Centre's legal unit team. A number of police governors from all the governorates of the Gaza Strip and prison directors also attended. Counsel Abdel Raouf Al-Halabi opened the meeting by welcoming those present and stressing the High Judicial Council's support for these meetings aimed at finding solutions to the problems facing the justice sector in the Gaza Strip. For his part, Mr. Iyad Abu Hjair welcomed the cooperation taking place between the three arms of justice, explaining that the meeting's importance lies in setting out a strategy and a general vision for resolving the problem of overcrowding among inmates and detainees, through the cooperation of all the bodies working in justice and law enforcement. The meeting included discussions among those present, which concluded with the following:<\/p>\n
1. Addressing the Palestinian Legislative Council on the need to amend the narcotics law with regard to Tramadol offences so as to place them in their proper category, from a felony to a misdemeanour.<\/p>\n
2. The need for precise legal characterisation of the cases received by the public prosecution.<\/p>\n
