The Palestinian Center for Democracy and Conflict Resolution formed an official committee to follow up juvenile justice cases, that is children in conflict with the law, in the Gaza governorates, in coordination with the competent government bodies, among them the attorney general's office, the Ministry of Justice, the Ministry of Social Affairs and the Al-Rabee institution for social care.<\/p>\n
The announcement of the formation of the juvenile follow-up committee came after sessions and dialogue meetings extending over more than five months within the juvenile justice project, carried out by the Conflict Resolution Center in partnership with Terre des hommes Switzerland (TDH), in order to build a clear strategy to help improve the conditions of juveniles in the Gaza governorates.<\/p>\n
In this connection, the coordinator of the juvenile justice project at the Centre, lawyer Ahmed Al-Masri, pointed out that the juvenile justice committee will address a range of problems and crises relating to the circumstances of a juvenile's trial, as well as improving the services provided to them during their detention, adding: \"At the Conflict Resolution Center we aspire to develop the committee's work so that it becomes a network embracing all the organisations and bodies seeking to serve juveniles in the future, in order to ensure a protective legal environment.\"<\/p>\n
For his part, a member of the founding committee for juvenile justice and representative of the attorney general's office, Ali Khella, said: \"The attorney general has sent his instructions to all prosecutors to work on contacting probation officers from the Al-Rabee institution for social care so that they attend questioning sessions with juveniles,\" explaining that the public prosecution will make sure that probation officers' reports are attached to juveniles' files before prosecutors issue indictments against a juvenile.<\/p>\n
For his part, the director of the social defence department at the Ministry of Social Affairs, Ismail Tanira, reviewed the responsibilities and tasks of probation officers working with juveniles, through providing psychological and social support to juveniles and following up their files during the period they serve their sentences at the Al-Rabee institution. He called for removing the obstacles facing probation officers in following up juvenile cases during investigations inside police premises and in juveniles mixing with adult defendants, which is reflected negatively in their social behaviour.<\/p>\n
The committee agreed to hold a series of meetings and visits to a number of official bodies, foremost among them the ministries of justice and interior, in addition to visiting the High Judicial Council, in order to press for the establishment of courts and a police force dedicated to juveniles and for improving the psychological, social and legal environment for juveniles in the Gaza governorates.<\/p>","protected":false},"excerpt":{"rendered":"
