Today the Palestinian Center for Democracy and Conflict Resolution held an open meeting entitled \"The legal situation of inmates at the reform and rehabilitation centres\", within the series of meetings carried out by the project \"Stronger oversight, better justice\", delivered by the Conflict Resolution Center with funding from the United Nations Development Programme (UNDP), attended by lawyers, media professionals, police officers, notables, mukhtars and reconciliation figures.<\/p>\n
The meeting was opened by Younis Al-Tahrawi, lawyer at the legal unit of the Conflict Resolution Center, with an address welcoming the guests and those present, in which he spoke about the importance of such meetings, in which the issues concerning inmates inside the reform centres are discussed with decision-makers, with the aim of improving their conditions as well as improving the reform centres and the justice bodies within society.<\/p>\n
Judge Diya Al-Madhoun, president of the Gaza Court of First Instance, then spoke about detention centres and their powers, the legally permitted period of detention and the oversight of them in terms of applying the regulations and laws and ensuring that court orders are carried out in due legal form, and that no person is held without legal grounds.<\/p>\n
For his part, Ashraf Al-Maghari, head of the prisons follow-up department, said that the records of each prisoner are reviewed and that the system of separating females from males and children from adults is applied, but that those convicted are not separated from those held in detention because there are no places dedicated to them. He noted the need to build places properly designed to serve as reform centres.<\/p>\n

In the same context, Major Mohsen Al-Falouji, director of Khan Younis prison, pointed out that the oversight of the reform centres exceeds the body working inside them, explaining: \"The situation inside the reform centres is not ideal because of overcrowding, and this is the government's responsibility and not the prisons'.\"
