The head of the legal unit at the Palestinian Center, Younis Al-Tahrawi, then welcomed those present, pointing to the seriousness of discussing the decision in the effort to secure fairness for children and women and safeguard their rights, and stressing the importance of cooperation and coordination between the Centre and the High Judicial Council, with the support of the police stations, to ensure that children enjoy their various rights.<br \/>\nFor his part, Ibrahim Abu Shamala, deputy director of the Rule of Law Programme at the United Nations Development Programme, said that \"administrative legislation must be subject to oversight, because the justice sector is a basic pillar of the democratic system of government\". He explained that the more citizens' awareness grows in rejecting unlawful practices, the more reform becomes within everyone's reach, and that the extent of citizens' confidence in the effectiveness and integrity of the legal system shows in their turning to it and submitting to its rulings.<\/p>\n<p>For his part, Sheikh Omar Nofal stressed that the sharia judiciary has made a qualitative shift in applying the laws, explaining that the Gaza Strip is the only region in the world operating the hosting system, and that some circulars relating to visitation have become almost law. He noted that the High Judicial Council has issued legislation serving the interests of the child, but that it has been exploited by everyone.<br \/>\nAt the end of the meeting the floor was opened for discussion, and the participants arrived at a set of recommendations aimed at ensuring that the visitation and hosting process runs free of the problems that obstruct visitation and the arbitrary treatment of one party by the other.
