Those present stressed the inviolability of Palestinian blood and the obligation on all the factions and frameworks to respect citizens and to provide material and psychological compensation to everyone harmed by the division. Those present also discussed several strands of the subject of community reconciliation, such as identifying those harmed and assessing the damage done to them, in addition to the mechanisms for obliging those harmed to accept blood money, launching a national campaign for tolerance, and providing guarantees that families will not return to taking revenge on the perpetrators and pursuing them legally. The meeting produced the following set of recommendations: 1. Establishing a ministry dedicated to community reconciliation. 2. Establishing popular committees in every neighbourhood or area to assess the damage and those harmed by the division. 3. The need to bring perpetrators before the high criminal courts and to pursue them legally, in order to put an end to the recklessness rife in the Palestinian street, in a way that runs parallel to the work of the reconciliation and clan bodies in mediating, bringing viewpoints closer and paying blood money. 4. Beginning immediately to launch a national campaign to strengthen tolerance, through the local radio and satellite stations, the streets, the schools, the mosques and the ministries. 5.
