Those present also agreed on the need to hold elections for the National Council and then for the Legislative Council, in addition to correcting the relationship between the National Authority and the Palestinian Organisation in terms of the point of reference, the funding and the presidency of the Organisation. Those present stressed that the Palestine Liberation Organisation is the first voice and the sole representative of the Palestinian people and that it must include all the Palestinian organisations, factions, unions and federations, and that reforming the Organisation on democratic foundations is the only choice for the unity of the Palestinian people.
