Among those who spoke at this conference was His Excellency the governor, Kamel Hamid, who for his part thanked those attending and those running this conference and conveyed the greetings of President Mahmoud Abbas, president of the Palestinian National Authority. He also stressed the need to continue holding such events, which would strengthen community concepts that have a major role in rooting the foundations of civil peace and reaching national reconciliation. He added that the nature of the Palestinian question requires taking stock of certain issues, improving performance and creating trust in order to carry on, bearing in mind that we face difficult problems and must protect society and hold the powers amid these events, and that we face many obstacles and that other organisations must take part in completing the matter of civil peace, which is not tied to the Authority's institutions. He emphasised community participation by all the organisations, stressed the role of organisations in the Authority's continuity, and focused on the clan structure and its principal role in civil peace.
