Nablus \/ Wurud Yassin. The Palestinian Center for Democracy and Conflict Resolution held a workshop in Jenin governorate within the series of workshops of the project of the national campaign to combat violence against women, which it carries out in partnership with the Palestinian NGO Network and with funding from Norwegian People's Aid, focusing on cases of killing on the grounds of family honour.
\nThe workshop was attended by the mufti of Jenin, Mr. Mohammed Salah, many representatives of local community organisations and women's frameworks, lawyer Hilmi Abu Samra and a number of specialists. The workshop focused on the three dimensions, social, religious and legal, of the reality and the problem of violence against women in Palestine.
\nMr. Mohammed, the mufti of Jenin, focused on the family, saying that the family in the Islamic world is wronged by the injustice of customs, traditions and upbringing, which places full responsibility on the woman. Hilmi Abu Samra confirmed that society's culture plays a large part and stressed that raising society's awareness is far more important than changing the laws. Mohammed Salah, the mufti of Jenin, considered that killing on the grounds of what is called family honour is premeditated murder, and rejected killing on any grounds, calling for the abolition of the legal provisions relating to reducing the sentences of those who commit killings on the pretext of mitigating circumstances. The specialist Imad Al-Arda added that there is exaggeration in the talk about violence in Palestinian society, which he considers less violent than other societies. Lawyer Abu Samra commented that the personal status law is a modern law that was carefully studied, adding that the penal code needs amendment, and he affirmed what the mufti of Jenin had said. At the end of the workshop those present confirmed that our society is better than other societies on the issues of family violence, and stressed that the solution is raising the awareness of society and the family. Salah also stressed the need to distinguish between what is permitted and what is obligatory, for what is permitted may be done and may not be done, but the obligatory is binding.
