Thank you, Mr. President!! But?
\nCan we consider President Mahmoud Abbas's speech a step in the right direction towards securing women's rights, despite its lateness?
\nAnd can we expect swift implementation by those concerned regarding the President's decisions, despite our apprehension?
\nCan we expect a women's movement to press those concerned to achieve results on the ground that match the President's speech, despite our doubts?
\nDozens of questions need an answer, and I believe that the coming days, with the hopes they carry towards reconciliation and the return of the people's unity, may bring signs of good in many respects, among them women's issues in Palestine.<\/p>\n
President Mahmoud Abbas's speech to mark International Women's Day
\n<\/b><\/p>\n
President Mahmoud Abbas said that the new personal status law \"will not be long in being issued\", while the Convention on the Elimination of All Forms of Discrimination against Women has been ratified.
\nThe President said, in a speech at a festival held in the centre of Ramallah to mark International Women's Day, delivered on his behalf by Saleh Raafat, member of the Executive Committee of the Liberation Organisation, that the legal bodies and women's organisations are continuing to work towards issuing a new, civilised and modern personal status law that removes all forms of injustice and discrimination against women and guarantees them and their families a dignified life and a constructive role in our national life.
\nHe announced his decision to sign and ratify, along with 19 Arab states, the Convention on the Elimination of All Forms of Discrimination against Women adopted by the United Nations, which affirmed the commitment to it in the laws in force in the world's countries, alongside the reservations contained in the Arab approvals of this convention.
\nHis Excellency went on: I have asked the government to review the laws in force in line with the Convention on the Elimination of All Forms of Discrimination against Women.
\nHe said: \"Our Palestinian people at home, in the camps and in the diaspora celebrate, along with all the peoples of the world, International Women's Day on the eighth of March each year, and this celebration embodies the leading place and the pioneering role of Palestinian women in our lives and in our national struggle. Throughout the history of our contemporary national struggle, Palestinian women stood and still stand today in the front ranks in facing the Israeli occupation and aggression, and with their strong hand they raise our national flag, the flag of freedom and national independence.\"
\nOn Women's Day the President affirmed the principle of full equality between women and men in all fields of life, social and political, \"for this full equality in rights and duties is what lays the foundation for building a modern and democratic society able to continue the national struggle to recover the land and attain freedom and independence\".
\nHe added that removing all forms of discrimination against women and securing their human, social and political rights in<\/p>\n
the laws in force that regulate our national life is the right entry point to equality and to women's full participation in building our democratic society in our independent Palestinian state.
\nHis Excellency noted that the declaration of independence and the establishment of the state affirmed these human principles and values that guarantee equality and full participation and remove forever all forms of discrimination against women in our national life.
\nHe said that, proceeding from these human and national principles and values, Palestinian women have been able to impose their effective presence and their essential role in every aspect of national life: \"She is the fighter in the field against the occupation, she is the brave mother who nurses her children on love of the homeland, and she is the prisoner who faces the Israeli jailer without fear or dread.\"
\nThe President noted that on the political level Palestinian women have been able to enter the arena of political life, whether in the National Council, the Legislative Council, the municipal and village councils, the cabinet or the diplomatic corps<\/p>\n
He added that women in the various administrations of the Liberation Organisation and of the National Authority play their constructive role in
\nserving the homeland. \"We must note here women's role and participation in the judicial authority, whether in the public prosecution, the civil courts or the sharia judiciary\", noting the presidential decree issued a few weeks earlier, under which two women judges were appointed to the sharia judiciary for the first time.
\nOn another note, the President called for making the national dialogue succeed and responding to the Egyptian paper and sponsorship in order to end the division and restore unity and legitimacy to the Gaza Strip, and to take away the pretexts from the hands of the Israeli aggressors.
\nHe assured the families and women in the Gaza Strip that the rebuilding of the Strip \"will not be long delayed, and the government has begun repair operations and the repair of the electricity networks, and providing urgent assistance to the stricken families\".
\nHe renewed his condemnation of the Israeli aggression and of the continuing siege and closure of the Gaza Strip, calling on the international community to bear its responsibilities to halt this unjust siege on the Strip and to halt settlement building and the Judaisation of the city of Jerusalem and of our occupied Palestinian land.
\nHe said: it must be known to all that negotiations will not resume while settlement building continues, along with the crime of Judaising Jerusalem and the transfer of its residents, and amid the siege and the aggression.<\/p>\n
