The Palestinian Center for Democracy and Conflict Resolution held a debate on Khan Younis Municipality's preparations for the winter season and rainwater.<\/span><\/h5>\n
Mr. Hussein Mahdi, the debate facilitator, welcomed the two debating teams. The municipality's team was represented by the director of the water and sanitation department and head of the winter emergency committee for the Khan Younis utility, Eng. Hatem Abu Al-Teif, the deputy head of the municipality's winter emergency committee Dr. Youssef Shbeir, and the emergency committee member and head of the drainage and unblocking unit in the sanitation department Mr. Mahmoud Erbie. The youth team was represented by Hisham Ahmed, Tamer Al-Yazouri and Bashar Al-Ghusain.<\/span><\/h5>\n
The session facilitator Hussein Mahdi opened the debate by explaining the debate format and its philosophy and the importance of this approach in building a peaceful society. Hisham Ahmed then spoke on behalf of the opposition team, thanking the municipality and its officials. He began with a comprehensive definition of the municipality and its duties, then in his first point as opposition addressed the problems of flooding and poor water drainage in some Khan Younis neighbourhoods and what proper preparation is required of the municipality to solve residents' problems during the winter season. <\/span>
\n As first speaker, Eng. Hatem Abu Al-Teif, director of the water and sanitation department, spoke about the municipality's projects and its work within its area of responsibility, citing projects on this subject including works to develop the rainwater network, the Al-Amal neighbourhood rainwater collection pond, the Al-Matawa Street project in the Al-Hajez area, Al-Katiba Street and Al-Harazin School. <\/span>
\n Tamer Al-Yazouri then raised the issue of rainwater scarcity and its contamination with sewage, listing some of the areas that flood, including the Al-Katiba area, Souq Al-Hub and Al-Manara neighbourhood. He also asked about the municipality's arrangements within the emergency committee, its action plan for the rainy season and the practical value of the municipality's meetings on the ground, particularly during weather depressions. <\/span>
\n For his part, Dr. Shbeir explained that before the start of the season the municipality carried out a project to clean the 600 rainwater traps, as well as circulating the emergency number to residents through the municipality's website and responding to their various calls for help. He noted in the same context that the efforts of the municipality's emergency teams extend beyond the weather depression, through repairing dirt roads, fixing potholes in the asphalt and placing barriers.<\/span><\/h5>\n
Bashar Al-Ghusain then put a number of questions to the municipality's members regarding the Jourat Al-Aqqad issue and the emergency plan, and the Al-Manara neighbourhood, then asked about the response rate to emergency calls and the municipality's future plans in this regard.<\/span><\/h5>\n
For his part, Erbie addressed the municipality's readiness on the ground during rain, the work of the sweepers, and the municipality's efforts to clean sewage pumps and rainwater collection ponds and maintain mobile pumps. He also mentioned the new communications system that records all incoming calls to the municipality, follows them up and links them to staff devices to ensure transparency and accountability, out of concern for residents' safety during the winter season and particularly during weather depressions. <\/span>
\n The debate was attended by a large number of municipal council members, mukhtars, dignitaries, residents and heads of neighbourhood committees from Khan Younis Municipality, who put a number of questions on the subject of the debate. <\/span>
\n It is worth noting that this debate was held within the events and activities of the project \"An Advanced Step Towards Social Accountability\", in cooperation with the National Endowment for Democracy, across the governorates of the Gaza Strip and the West Bank. <\/span><\/h5>\n
