Within the activities of the social accountability project, the Local Governance Reform Programme (LGRP), with support from German development cooperation (GIZ) and funding from the German Federal Ministry for Economic Cooperation and Development (BMZ), implemented by the Palestinian Center for Democracy and Conflict Resolution.<\/h5>\n
The Palestinian Center for Democracy and Conflict Resolution, in partnership with Al-Nuseirat Municipality, held a public hearing session on citizens' encroachments on the road.<\/h5>\n
Mr. Abdel Moneim Al-Tahrawi, chair of the session and representative of the Palestinian Center for Democracy and Conflict Resolution, opened the meeting by welcoming those present, including the mayor of Al-Nuseirat Mr. Mohammed Abu Shukyan, the head of the engineering and planning department Eng. Ahlam Al-Zinati, the director of the engineering and planning department Eng. Ibrahim Abu Sultan, the head of the crafts and industries department Mr. Abdel Hadi Al-Qadoud, representatives of neighbourhood committees, and many citizens and traders.<\/h5>\n
\u00a0Al-Tahrawi commended their participation in the hearing session given its importance as one of the tools of social accountability. He then explained how the tool works and the course the session would take: the municipality would speak first to present the challenges it faces and how it addresses them, then citizens' duties towards the municipality and the rights they are entitled to, and then listening to citizens and their problems, in order to reach recommendations that are applied in practice.<\/h5>\n
In his address, the mayor Mr. Mohammed Abu Shukyan stressed that solutions to maintain a civilised appearance for the camp can only be reached through Palestinian unity among all factions, and that officials and citizens must work hand in hand to serve the camp, preserve the camp's planning scheme and work to find solutions that limit the encroachments obstructing movement, whether street stalls or buildings.<\/h5>\n
Mr. Mohammed Abu Shukyan added that the encroachment problem is most visible in the markets, where stall and shop owners encroach on main and side roads and pavements, paralysing general movement and emergency movement such as ambulances.<\/h5>\n
Citizens raised many questions about the measures the municipality takes to solve the problem of encroachments on the road and about the effectiveness of these measures. In response, Mr. Abdel Hadi Al-Qadoud and Eng. Ibrahim Abu Sultan answered the questions, each within his area of responsibility, after which the questions and answers raised in the session were discussed.<\/h5>\n

It is worth noting that the hearing session produced a set of recommendations, the most prominent of which were: the need to take strict measures against those encroaching on the roads to prevent such encroachments from recurring; the need to hold awareness sessions for citizens and traders on the dangers of encroaching on the road and its negative effects in obstructing pedestrian and emergency movement, and on how such encroachments erase the camp's identity; increasing the number of staff responsible for inspection and monitoring in order to operate oversight throughout the day, morning and evening; following up construction works on houses and buildings inside the camp to ensure that building takes place within the required conditions; establishing follow-up committees made up of the municipality, neighbourhood committees, the police, national and Islamic forces and all those concerned to follow up and record encroachments; finding an alternative space for stalls, whether inside or outside the market, to reduce encroachment on roads and pavements; and coordination between Al-Maghazi Municipality and the traffic police to resolve the problem of street vendors who use their vehicles (tuk-tuks and pick-ups) as mobile stalls obstructing general movement in markets and crowded areas.<\/h5>\n
Mr. Abdel Moneim Al-Tahrawi concluded the session by commending the role of the municipality and of citizens in making such tools a success, as they help narrow the gap between the municipality and citizens, contribute to local governance reform and create a democratic atmosphere that encourages officials and citizens to work hand in hand to reach the best levels of service.<\/h5>\n
