The Palestinian Center for Democracy and Conflict Resolution, in partnership with the Norwegian People's Aid office, held a dialogue meeting on increasing the rate of women's political participation in local government bodies as part of the campaign\"You and I are Partners\"<\/span>)\u00a0<\/span>
\non Monday 4 November 2017 at eleven in the morning.\u00a0<\/span>
\nMr. Anwar Azzam, a lawyer in the Centre's legal unit, opened the meeting by welcoming the guests and participants.\u00a0<\/span>
\nAt the start of the meeting, Azzam stressed the importance of women's role in political participation and in building society, and of strengthening\u00a0their role in political life within Palestinian society through their representation in decision-making positions, including local government bodies.
\nMs. May Al-Sikaik, director general of influence, communication and media at the Ministry of Women's Affairs, presented
\na paper entitled \"The Ministry of Women's Affairs' contribution to strengthening women's capacities to reach decision-making positions\". She spoke about the proportion of women and their representation in parliaments abroad and in Palestinian society, the need for a national strategic plan for women's work, the Ministry's contribution to strengthening women's participation, and the need to form pressure groups lobbying decision-makers to achieve equality for women in Palestinian society.
\nIn the same vein, Ms. Samar Hamad, lobbying and advocacy campaigns consultant at the Centre, stressed the importance of networking and coordination between women's organisations, community organisations and media institutions to make the \"You and I\" campaign a success by raising the rate of women's political participation in local authorities to 40 per cent. She reviewed the main activities carried out as part of the campaign, most importantly the position paper on \"Increasing the participation of young people and women in decision-making at local authority level\", which municipalities are to sign during the campaign.
\nA number of interventions were made by those present. Dr. Maryam Abu Daqqa, chair of the board of the Women's Studies Association, spoke about the reality of women in society and the progress achieved, and addressed the violations practised against women in society, particularly regarding political participation. She put forward several recommendations, including the need to strengthen the participation of political parties in activities and campaigns.
\nIn the same vein, Mr. Salmi Al-Khawalda, a member of the leadership body of the Fatah movement, stressed focusing on quality rather than quantity and on raising a new generation that believes in women's responsibility, and that pressure issues must be built with decision-makers and the notion of women as an electoral number must be changed. Ms. Sanabel Abu Saeed, project coordinator at Al-Mezan Centre for Human Rights, also stressed the Ministry of Women's Affairs' focus on its role in monitoring and following up women's organisations and the need for networking among them to activate women's role in all fields.
\nAt the end of the meeting, participants put forward a set of recommendations, the most important of which were:
\nCalling on political blocs to intensify work on raising community awareness of the importance of women's political participation.
\nDefining the roles of civil society organisations in providing material and moral support.
\nActivating the role of the media in highlighting the experience of Palestinian women in elections.
\nActivating women's role in political parties.
\nSupporting an enabling environment for women.
\nDeveloping a national strategy for women's work.
\nIdentifying women's issues and mechanisms for collective action, particularly the issue of political participation.<\/span><\/span><\/p>\n
