Within the Development<\/strong> <\/strong>Marginalised local communities<\/strong> In seven municipalities in the central and southern Gaza Strip, implemented through the Municipal Development and Lending Fund with funding from the Swiss Agency for Development and Cooperation (SDC), the Palestinian Center for Democracy and Conflict Resolution presented the results of the needs assessment study on social accountability and community participation, under the project's first task, in the seven target municipalities: Al-Bureij, Al-Qarara, New Abasan, Khuza'a, Al-Shoka, Al-Nasr and Rafah, between 15 and 21 July 2019, through seven meetings presented by the project team with the aim of validating the study's findings and adding the municipalities' recommendations and observations on the results.  <\/p>\n\n\n\n

The study aims to identify the gaps in community participation and social accountability in the local services provided by municipalities and their causes, and to propose a capacity-building methodology to close those gaps.<\/p>\n\n\n\n

The importance of the study lies in the way it strengthens the project's interventions so as to achieve its objectives of empowering municipalities, civil society (women, young people, neighbourhood committees), community-based organisations and citizens, and increasing their participation in joint local decision-making, project planning, identifying and selecting priorities, and oversight.      <\/p>\n\n\n\n

The study was presented and the results of its five themes discussed in each municipality separately: community participation and its tools, transparency, participatory planning, responsiveness, and accountability and its tools. <\/p>\n\n\n\n

The study's main recommendations:<\/strong><\/p>\n\n\n\n

1. Developing a guide to community participation mechanisms that clarifies the limits and powers of each party. <\/p>\n\n\n\n

2. Implementing an integrated capacity-building programme for municipal staff on community participation, including developing mechanisms suited to the Palestinian context. <\/p>\n\n\n\n

3. Adopting an awareness programme through the municipality to spread and explain the culture of participation, in coordination with the civil society organisations working in the target areas. <\/p>\n\n\n\n

4. Adopting local elections for neighbourhood committees. <\/p>\n\n\n\n

5. Delivering a knowledge and skills programme for municipal staff on the principles of transparency in line with national and international standards. <\/p>\n\n\n\n

6. Adopting a community campaign to raise citizens' awareness of the concepts of transparency and integrity and of the public's role in follow-up and oversight. <\/p>\n\n\n\n
