The meeting was part of the activities of the \"Protect My Right\" project, supported by Save the Children Palestine, and was attended by 24 people representing parents, students and colleagues from partner associations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The meeting was opened by Dr. Abdullah Al-Jamal, a doctor at the psychiatric hospital, who spoke about the need to use the term \"misuse of narcotic drugs\" instead of \"addiction\". He explained the eleven diagnostic criteria used to diagnose a case and stressed that meeting two of these criteria is enough to diagnose misuse of narcotic drugs. He noted that these drugs fall into several types, including hallucinogens, depressants and stimulants, stressing that hallucinogens are the most widespread narcotic drugs in the Gaza Strip, and emphasising the need for awareness raising among children aged 12 to 18 who have not tried these drugs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mr. Anwar Azzam, a lawyer at the Palestinian Center for Democracy and Conflict Resolution, then spoke about the issuing of a law developing the legislation applied in the Gaza Strip, covering all the procedures and offences arising from these banned substances, whether trafficking in them, taking them or even possessing them. He explained that this law is accompanied by a set of schedules in which these substances are banned by name in the law on drugs and narcotic substances. Mr. Azzam stressed that any use of these banned substances is a crime in the eyes of the law, but that the penalty for trafficking is far greater than that for use and may sometimes reach 15 years or more, life imprisonment, or in some cases the death penalty. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mr. Azzam noted that children in conflict with the law who become involved in such cases are placed in the Al-Rabee institution, and court proceedings are taken in accordance with the law if the charge against them is clear.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Finally, Mr. Hassan Al-Suwairki of the anti-narcotics department in the Gaza Strip added that the anti-narcotics centre runs several programmes: \"enforcement, raising awareness about drugs, planning and awareness raising in schools and universities, and opening the door to rehabilitation for those who have fallen victim to the misuse of narcotic drugs\". He pointed to some of the causes that lead to drug use or trafficking, including family breakdown, bad company, the occupation, the media, some pharmacists in the Strip, and weak ethics and religiosity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He noted that drugs are classified as \"plant-based, such as hashish and marijuana, and the other type, which is manufactured, such as Tramadol, Rotana, Trip and other manufactured narcotic drugs\".<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He explained that a seizure and weighing report is drawn up for the banned substances confiscated, and referred to their campaign \"Don't Try It\", an awareness campaign to spread awareness of the dangers of trying these narcotic drugs.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Recommendations:<\/strong><\/li><li>Attention from the Ministry of Health to the issue of alternative penalties.<\/li><li>An advocacy campaign through social media to save our children and young people from falling into the grip of addiction.<\/li><li>Legal awareness raising on the dangers of trafficking in, using and possessing narcotic medical drugs.<\/li><li>Monitoring of the media in all its forms to highlight the harmful side of trying these drugs and its aftermath, rather than highlighting the temporary positive side of that experience.<\/li><li>Changing the mechanisms for dealing with drug traffickers, carrying out the death penalty against major traffickers and showing no leniency in such cases.<\/li><li>Designating a main central hospital to provide treatment and relieve withdrawal symptoms.<\/li><li>Activating the laws related to the misuse of narcotic medical drugs. <\/li><li>Accuracy in the seizure and weighing reports of the anti-narcotics police.<\/li><\/ul>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"1030\" height=\"687\"
