Within the Marginalised Local Communities Development Project<\/strong> In seven municipalities in the central and southern Gaza Strip, implemented through the Municipal Development and Lending Fund (MDLF) with funding from the Swiss Agency for Development and Cooperation (SDC), the Palestinian Center for Democracy and Conflict Resolution formed seven community committees under the supervision of the seven municipalities: Al-Bureij, Al-Qarara, New Abasan, Khuza'a, Al-Shoka, Al-Nasr and Rafah.<\/p>\n\n\n\n

Why community committees?<\/strong><\/p>\n\n\n\n

Each committee consists of 11 to 14 active members (young men, young women, community activists, representatives of institutions and persons with disabilities) to help follow up the implementation of the infrastructure and service projects identified with the target communities last January, and to resolve any problem that may arise using alternative dispute-resolution mechanisms. This reflects the Centre's principles and its belief in community participation in the development process, considering people both the means and the goal of development, and increasing citizens' sense of belonging, responsibility and commitment towards their community, which strengthens their sense of ownership of achievements and of the need to preserve them. <\/p>\n\n\n\n

The community committees that have been formed are the first fruits of applying community participation, and the link between citizens in marginalised communities and the municipality within the Marginalised Local Communities Development Project.<\/p>\n\n\n\n

The community committee is not a substitute for the neighbourhood committee but complements the efforts of neighbourhood committees. It is a coordinating body within the Marginalised Local Communities Development Project, formed to support the municipality, strengthen its relationship with citizens and convey citizens' voices to the municipality in an organised way that reflects active community participation.<\/p>\n\n\n\n

It is worth noting that tenders for the infrastructure projects and other service facilities were issued by the seven municipalities, with implementation expected to begin in early December. The projects represent the priorities identified by the local community in the seven municipalities. Under the infrastructure sector they include road paving, water and sewage networks and pavements; other projects under the services sector include solar lighting at road junctions, building a water desalination plant, running municipal water wells on solar cells, and constructing service facilities, a cultural centre and a multi-purpose hall.         <\/p>\n\n\n\n

What are the main tasks and responsibilities of the seven community committees?<\/strong><\/p>\n\n\n\n

Bringing the views and opinions of citizens and municipalities closer together.<\/p>\n\n\n\n

Resolving any dispute that may arise at any stage of the project life cycle, particularly during implementation.<\/p>\n\n\n\n

Developing dispute-resolution mechanisms with the support of PCDCR.<\/p>\n\n\n\n

Playing an important role in small grant projects and initiatives through their design, planning, implementation and follow-up.<\/p>\n\n\n\n
