Project: A Protective Environment against Hate Speech and Supportive of Freedom of Expression in the Gaza Strip and the West Bank<\/p>\n\n\n\n

Contracting party:<\/strong> The Palestinian Center for Democracy and Conflict Resolution (PCDCR), with funding from the European Union.<\/p>\n\n\n\n

Location<\/strong>: Gaza Strip and West Bank<\/p>\n\n\n\n

About the Centre:<\/strong><\/p>\n\n\n\n

The Palestinian Center for Democracy and Conflict Resolution is a non-governmental, non-profit organisation established in August 1998 through the efforts of a group of young Palestinians seeking to build a Palestinian model that promotes the concepts of democracy and conflict-resolution alternatives. In line with its vision and values, the Centre works to promote the principles of democracy and human rights in general, and those of vulnerable groups in particular, and to strengthen tolerance, social peace, justice, accountability and gender equality, as well as to consolidate good governance, transparency and integrity. The Centre also contributes to bridging the gap in the psychosocial and legal services that vulnerable and marginalised groups lack.<\/p>\n\n\n\n

About the project:<\/strong><\/p>\n\n\n\n

The Palestinian Center for Democracy and Conflict Resolution is implementing the project \"A Protective Environment against Hate Speech and Supportive of Freedom of Expression in the Gaza Strip and the West Bank\" with Filastiniyat as the main partner, and Watan Foundation and the Family Development Charitable Society as local partners, with funding from the European Union. The project aims to contribute effectively to developing an environment that prevents hate speech and supports freedom of expression and social peace in both the Gaza Strip and the West Bank through community mechanisms and sustainable working structures. The project will be implemented over 36 months in the following governorates: the five Gaza governorates, Hebron, Nablus, Ramallah, Tulkarm and Bethlehem.<\/p>\n\n\n\n

The project also targets actors in NGOs, civil society organisations and the media in the Gaza Strip and the West Bank, as well as members of the hate speech monitoring team, journalists and media experts, citizens who have been subjected to violations of freedom of expression, officials of the Ministry of Interior, security forces, political analysts, leaders of political parties, secondary school and university students, imams, priests and club presidents, in addition to the community as a whole, including women and persons with disabilities, by reducing hate speech and promoting freedom of expression.<\/p>\n\n\n\n

Objectives: <\/strong> <\/strong><\/strong><\/p>\n\n\n\n

The Palestinian Center for Democracy and Conflict Resolution is seeking a company or individuals to produce a film on freedom of opinion and expression in the Palestinian context, in order to achieve the following objectives:<\/p>\n\n\n\n

  1. To raise interest and stimulate local awareness and the necessary discussion about freedom of opinion and expression in the West Bank and the Gaza Strip.<\/li>
  2. To shed light on the challenges facing freedom of opinion and expression in the West Bank and the Gaza Strip.<\/li>
  3. To contribute to shaping public opinion in favour of better policies on freedom of opinion and expression.<\/li><\/ol>\n\n\n\n

    Scope of work and main tasks:<\/strong><\/strong><\/p>\n\n\n\n

    • The Palestinian Center for Democracy and Conflict Resolution welcomes creative ideas and suggestions to deliver the message in an effective and innovative way. The documentary must be driven by empathy and facts, be moving and motivating, and be told primarily from a Palestinian perspective, with interviews and contributions from community members, politicians, victims and decision-makers.<\/li>
    • The film must be produced in Arabic with English subtitles, to the highest quality standards: high resolution, brisk pacing, expressive and appropriate colours and suitable stylistic touches, with the English subtitles added at the end.<\/li>
    • The total running time of the documentary is 20 to 30 minutes.<\/li>
    • The film must be produced entirely by the production company, including writing, filming, editing, voice-over and narration, and delivered as a final broadcast-ready product to broadcast standards in Full HD 1920x1080 format.<\/li>
    • The entire production process will be closely monitored by the Centre, which will provide continuous review and feedback as well as creative, editorial and technical direction for the film.<\/li><\/ul>\n\n\n\n

      Expected timeline<\/strong>:<\/strong><\/strong><\/p>\n\n\n\n

      1. The company or individuals awarded the contract must begin work as soon as possible, immediately after signing the contract.<\/li>
      2. A detailed timeline and work plan must be submitted within 14 days of the date of signing the contract.<\/strong><\/li>
      3. A filming schedule must also be submitted before filming begins.<\/li>
      4. The rough cut of each stage of the documentary must be submitted to the Centre for review, comments and approval. <\/strong><\/li>
      5. Finally, the final product must be delivered to the Centre together with the raw material on an external hard drive no later than 31 March 2022. <\/strong><\/li><\/ol>\n\n\n\n

        Experience:<\/strong><\/strong><\/p>\n\n\n\n

        1. 1. Documented work experience of at least three (3) years in documentary film-making, including reportage, writing, production, directing and documentary editing.<\/li>
        2. Availability of high-quality filming, lighting, sound and editing equipment.<\/li>
        3. Professionalism in applying high production and technical standards.<\/li>
        4. The ability to coordinate, communicate and conduct interviews with stakeholders.<\/li>
        5. A track record of successful material filmed in the region and\/or on similar topics will be considered.<\/li>
        6. A good record of successful films related to the subject of the film or similar topics.<\/li>
        7. The ability to work under pressure and deliver on time.<\/li><\/ol>\n\n\n\n

          Applying:<\/strong><\/p>\n\n\n\n

          (Deadline: 29 December 2021)<\/strong> To apply for the contract, applicants are expected to submit the following:<\/p>\n\n\n\n

          1. Three links to work samples showing the most important previous productions.<\/li>
          2. Three references (with contact details) from previous clients.<\/li>
          3. A detailed list of technical information on the equipment available for use, including camera, lighting, sound, editing software and so on.<\/li>
          4. A brief presentation of the team, with CVs and job responsibilities of the key people who will take part in producing the documentary.<\/li>
          5. Technical proposal:<\/strong> A detailed filming plan and timeline for all pre-production and production stages.<\/li>
          6. Financial proposal:<\/strong> A clear total cost for the final product.<\/li>
          7. The financial proposal must be in euros.<\/li><\/ol>\n\n\n\n

             Please note<\/strong> that all costs, including transport and any other financial costs, must be included in the total amount, and no additional payments will be made outside the total budget.<\/p>\n\n\n\n

            The technical proposal and the financial proposal must each be enclosed in a separate sealed and signed envelope and delivered by hand no later than Wednesday 29 December 2021 before 3:00 pm at the Centre's offices in Gaza and Nablus;<\/p>\n\n\n\n

            Payment mechanism:<\/strong><\/p>\n\n\n\n

            • The Centre will pay the contracted company or the winning individual by bank cheque, as agreed between the two parties under the contract agreement.<\/li>
            • Payment is made upon delivery of the final version of the film and after the donor's approval of its publication, once the Centre has been provided with a zero-rated tax invoice and a withholding tax certificate.<\/li><\/ul>\n\n\n\n

              Evaluation<\/strong>:<\/strong><\/strong><\/p>\n\n\n\n

              • The Centre is not bound to accept the lowest price; 70% of the evaluation will be given to the technical proposal and 30% to the financial proposal.<\/li><\/ul>\n\n\n\n

                 Reservations and confidentiality:<\/strong><\/p>\n\n\n\n

                • The Centre reserves the right to withhold all or part of the payments if performance is unsatisfactory, if the work or deliverables are incomplete or not delivered, or if deadlines are not met.<\/li>
                • The contracted company or individual undertakes to maintain confidentiality regarding all information that is not in the public domain, and may not take on any other assignment that represents a conflict of interest with the assignment entrusted by the Centre.<\/li>
                • The contracted company or individual undertakes to refrain from promoting any political or religious beliefs through the produced documentary.<\/li><\/ul>\n\n\n\n
