Promoting Democracy and Good Governance

At the state level and the local-government level, in the Gaza Strip and the West Bank.

Levels of Programme Work

This programme seeks to promote democratic values, principles and practices among both public authorities (as duty-bearers) and grassroots communities (as rights-holders), in order to enable all citizens to claim their political, economic, legal, social, health and educational rights within a democratic system founded on the rule of law.

The programme also aims to strengthen good governance by improving institutional performance and accountability through respect for the separation of powers (legislative, judicial and executive), advocacy for regular presidential, parliamentary and local elections whenever conditions allow, and the protection of public and individual freedoms.

In addition, the programme includes targeted capacity building for government officials and law enforcement personnel to enhance service delivery, embed adherence to human rights standards, strengthen social cohesion, and prevent and respond to hate speech across Palestinian communities in the Gaza Strip and the West Bank.

Programme Objectives 2026-2028

At the state and community levels

  1. Strengthen civic participation and the role of civil society in promoting democratic governance, accountability and inclusive participation in the Gaza Strip and the West Bank.
  2. Contribute to strengthening the legal environment and adherence to human rights standards, particularly for vulnerable groups, in the Gaza Strip and the West Bank.
  3. Contribute to social peace and community reconciliation by promoting tolerance, countering hate speech and strengthening accountability mechanisms and civic dialogue in Gaza and the West Bank.
  4. Strengthen the professional and institutional competencies of government agencies and law enforcement bodies in Gaza and the West Bank to improve service delivery, accountability and adherence to human rights standards.

At the local-government level

  1. Promote civic participation and participatory governance at the local level by empowering citizens and enhancing the responsiveness and accountability of local government structures in Gaza and the West Bank.
  2. Promote and institutionalise social accountability and social participation as integrated approaches to improving good governance and the quality of services delivered by local government bodies in Gaza and the West Bank.
