About Us

Since its establishment, the Palestinian Center for Democracy and Conflict Resolution has devoted its efforts to developing a distinguished Palestinian model that promotes democratic principles and adopts modern conflict-resolution alternatives, as an integral part of building a free and democratic Palestine: a state in which human rights are respected and human dignity is protected, social justice is achieved, and the rule of law prevails.

PCDCR seeks to promote democratic principles, human rights, social peace, good governance and gender equality, while providing psychosocial, legal and economic support and emergency assistance to vulnerable and marginalised groups.

Our Programmes

Promoting Democracy and Good Governance

This programme seeks to promote democratic values, principles and practices among public authorities and grassroots communities, and to strengthen good governance, social accountability and active citizen participation at the state and local-government levels, in the Gaza Strip and the West Bank.

Protection and Empowerment of the Most Vulnerable Groups

This programme seeks to protect and promote the rights of children, women, youth, persons with disabilities and older persons through psychosocial, legal and economic support services, together with a dedicated emergency-response component covering relief items and multi-purpose cash assistance.

Our Approach

Human Rights-Based Approach (HRBA)

PCDCR anchors all its programming in international human rights standards, placing the principles of equality, non-discrimination, participation and accountability at the core of programme design and delivery. Rather than treating vulnerability as a condition to be managed, this approach compels the organisation to target the structural inequalities, discriminatory practices and power imbalances that create and sustain it in the first place.

In practice, PCDCR promotes human rights education and awareness among diverse constituencies, including children, women, youth, service providers and law enforcement bodies, building a shared culture of rights from the community level upward. At the same time, it engages governmental, judicial and executive institutions to push for the reform and activation of laws, policies and procedures that enable marginalised groups, particularly children, women, youth, persons with disabilities and older persons, to claim their rights in practice, not only on paper.

Capacity Building Approach

PCDCR recognises that sustainable change depends on the competence and commitment of the people and institutions that drive it. This is why capacity building is not a stand-alone activity but a cross-cutting investment that runs through every programme and partnership.

At the institutional level, PCDCR designs and delivers specialised training and professional development programmes for decision-makers, law enforcement bodies, judicial actors and social service providers, equipping them with the knowledge, skills and practical tools to handle sensitive community issues across political, social, legal and administrative dimensions, and to improve the quality of public service delivery to all segments of the population.

At the community level, PCDCR builds the capacity of vulnerable groups, particularly children, women, youth and persons with disabilities, to deepen their understanding of their rights, strengthen their voice in public life and improve their access to economic opportunities and the labour market. Internally, the same commitment applies to PCDCR's own administrative and frontline staff through continuous professional development that ensures the organisation's capacity grows alongside the communities it serves.

Awareness Raising Approach

Awareness raising is central to PCDCR's intervention strategy, designed to bridge critical knowledge gaps in marginalised and underserved areas across the Gaza Strip and the West Bank. In a context defined by restricted movement, disrupted services and limited access to education, this approach equips vulnerable populations with the understanding they need to recognise and exercise their rights.

PCDCR delivers targeted programmes addressing high-priority issues, including gender-based violence, sexual abuse against children, so-called "honour" crimes, hate speech, violations of civil rights and public freedoms, and the principles of social reconciliation and peaceful coexistence. These interventions are contextually tailored and delivered through accessible, dialogue-based formats that prioritise genuine community engagement over passive information delivery.

Community Mobilisation and Advocacy Approach

Since its establishment, PCDCR has consistently mobilised diverse segments of Palestinian society around pressing local and national issues, from rights violations and governance failures to community-level disputes that affect daily life. Over the coming strategic period, PCDCR will deepen the integration between its advocacy efforts and its programmatic work, strengthening its role as a leading voice for policy change across the occupied Palestinian territory.

To achieve this, PCDCR will invest in enhancing its policy analysis and research capacity, embedding advocacy as a core organisational function rather than a peripheral activity, and expanding its networks and partnerships to amplify citizen engagement at both local and national levels. This investment is essential to enable PCDCR to:

Influence policy-makers in favour of the social, political, civic and economic rights and interests of Palestinian citizens.

Identify, develop and implement strategic advocacy campaigns with clear objectives and measurable outcomes.

Ensure that advocacy standards, processes and procedures are institutionalised and applied consistently across all programmes.

Provide integrated management of policy and advocacy functions across programme areas to maximise coherence and impact.

Service Delivery Approach

The prolonged political and economic crisis across the occupied Palestinian territory has severely weakened the capacity of public institutions to deliver essential services. In Gaza, the destruction of infrastructure has left the population without access to healthcare, education, protection and psychosocial support. In the West Bank, fiscal pressures, institutional fragmentation and restricted operating space have created chronic gaps between community needs and what public authorities can provide.

PCDCR helps bridge these gaps through direct, professional services targeting the most underserved communities, including psychosocial support and mental health services, legal aid and rights-based counselling, vocational training and job placement programmes, and support for small business start-ups. These services address both the immediate needs of vulnerable groups and the structural barriers limiting their access to opportunities and protection, while PCDCR continues to advocate for stronger public institutions and the restoration of accountable service delivery by duty-bearers.

Dignified, Needs-Based Relief and Cash Assistance Approach

This approach delivers life-saving relief and multi-purpose cash assistance across the occupied Palestinian territory in response to compounding humanitarian crises: the devastating aftermath of the 2023 Gaza war, where the collapse of infrastructure and services has created acute survival needs; and the intensifying protection threats in the West Bank, where military operations, settler violence, forced displacement and economic deterioration continue to push vulnerable communities deeper into hardship.

PCDCR implements this approach in close partnership with local and international NGOs, drawing on their expertise and community networks in both areas. Assistance prioritises the most vulnerable households, particularly children, women, youth, persons with disabilities and families affected by displacement, demolitions and loss of livelihoods, combining essential relief parcels with flexible cash support that enables families to address the most pressing needs they identify themselves.

Accountability to affected populations is embedded at every stage through transparent selection criteria, context-appropriate delivery mechanisms, robust safeguards against exclusion and exploitation, ongoing monitoring, post-distribution verification and accessible feedback channels that ensure every intervention upholds the dignity of those it serves.
