About the Center:

The Palestinian Center for Democracy and Conflict Resolution (PCDCR) is a civil non-profitable organization established in August 1998 as an investment of distinguished efforts exerted by a group of Palestinian youth highly motivated and ambitious to develop a Palestinian model promotes democratic principles and modern conflict resolution alternatives. In light of the center’s vision and values, the center works to promote the principles of democracy and human rights in general and vulnerable groups in particular, and it also works to strengthen tolerance, civil peace, justice, accountability and gender equality, in addition to strengthening the system of good governance, transparency and integrity. The center also contributes to bridging the gap in providing the services that vulnerable and marginalized groups lack at the psychological, social and legal level.

About the Project:

Currently, PCDCR is implementing the project “Protective environment from hate speech and supportive for the freedom of expression in Gaza Strip (GS) & West Bank (WB)” with Filistiniyat Association as a main partner and both of the Wattan Media Network in WB and Family Development Association in GS as local partners, with funding from the European Union. The project aims to contribute effectively in developing a protective environment from hate speech and supportive for freedom of expression and social peace in GS&WB through community-based mechanisms and sustainable functioning structures, as the project will be implemented for a period of 36 months in the following governorates: the five governorates of Gaza, Hebron, Nablus, Ramallah, Tulkarm, and Bethlehem.

On the other hand, the project targets actors in non-governmental organizations, civil society organizations and the media in GS & WB, as well as members of the hate speech monitoring team, journalists, media experts, citizens who have been subjected to violations of freedom of expression, officials in the Ministry of Interior, security forces, analysts, politicians, leaders of political parties, high school and university students, Imams, priests and club presidents as well as the entire community, including (women and people with disabilities) by reducing hate speech and promoting freedom of expression.

Objectives of the Assignment:

PCDCR is looking for a company to produce a film on political hate speech in the Palestinian context in order to achieve the following objectives:

1. Increasing interest and generate local awareness and political discussions about political hate speech between Palestinians in the West Bank and Gaza Strip.
2. Increasing social awareness of the dangers of inciting on political hate speech and threatening social peace.

Scope of Work and key tasks:

• PCDCR welcomes creative ideas and suggestions for delivery the message in an effective and innovative way.
• The documentary film should be impactful and urges empathy, moving and motivational, and narrated mainly from a Palestinian perspective, with interviews and interventions from community members, politicians, victims, and decision-makers.
• The film should be produced in Arabic, with the highest quality standards, high-fidelity, fast-paced, impressive and suitable colors, with appropriate stylistic touches, and finally, adding subtitles in English.
• The duration of the documentary film is 10-15 minutes.
• The film should be produced totally, such as writing, filming, editing, expression / narration, etc. should be done by the selected company, as well as delivering a final ready-to-air product in broadcast standards and in Full HD 1920*1080 technology formats, in addition to drone shotes.
• The entire development and production process will be closely monitored by the PCDCR with continuous review and comments as well as creative, editorial and technical direction of the film.

Expected timeline:

1. The company getting the offer must start work as soon as possible, once the contract is signed.
2. A detailed timeline and work plan should be submitted within 14 days of signing the contract.
3. The shooting schedule must be presented prior commencing filming.
4. The rough cut of every phase of the documentary should be submitted to the center for review, comment and approval.
5. Lastly, the final product should be delivered to PCDCR with the raw materials on an external HDD no later than March 25th 2021.

Qualifications and Experience:  

1. Minimum of three (3) years of experience in the documentary work in the area of film/reportage/documentary writing, producing, directing, and editing;
2. Highest quality filming, light, sound, and editing equipment.
3. Professionalism in applying high production and technical standards.
4. Ability to communicate and conduct interviews with the stakeholders.
5. Track record of successful films on related to the film’s topic or similar topics.
6. Ability to work under pressure and deliver within the deadline.

Submission of Application:

(DEADLINE 23 December 2020) To apply for the contract, the offeror company is expected to provide the following:

1. Three links to work samples demonstrating most relevant previous productions
2. Three references (with contact information) from previous clients
3. Detailed list with technical information of the equipment intended for use, including camera, light, sound, editing software etc.
4. Brief presentation of the team, with CVs and functional responsibilities of the key people to be engaged in the production of the documentary.
5. Technical offer: Detailed filming plan and timeline for all phases in pre-production, production.
6. Financial offer: A clear total cost for the final product.
7. The financial offer should be in Euro.

Please note that all costs, including transport, should be included in the total sum, no additional payments will be made outside of the total budget.

• The technical and financial offers should be enclosed in a sealed envelope signed and stamped, and delivered by hand no later than 23 December 2020 before 3:00 PM at PCDCR headquarter office in Gaza – office in Nablus.

Applications without financial offer will be treated as incomplete and will not be considered for further processing.

The Expenses:

• PCDCR shall pay the wining contracting company by bank check as agreed between both the parties in the contract agreement.
• The Expenses being paid upon the delivery of the final version of the film, after providing the PCDCR with zero vat invoice and a source deduction certificate.

Evaluation:

• The criteria which shall serve as basis for evaluating offers will be [70%] for the technical offer; [30%] for financial offer; so that the evaluation committee is not obligated to the lowest prices.
• The short-listed candidates will be invited to participate in a meeting to further present and clarify their ideas.

Reservations & Confidentiality:

• PCDCR reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/output is incomplete, not delivered, or for failure to meet deadlines.
• In case the producer ending the contract prior to delivering all agreed upon products, a portion of the payments shall be returned to PCDCR.
• The contractor undertakes to maintain confidentiality on all information that is not the public domain and shall not be involved in another assignment that represents a conflict of interest to the prevailing assignment.
• The Contractor shall undertake to refrain from promoting any political or religious beliefs in the documentary film which is the subject of this contract.

Copyrights

• The PCDCR has the exclusive right to publish the film
