About the Centre:

The Palestinian Center for Democracy and Conflict Resolution is a non-governmental, non-profit organisation established in August 1998 through the efforts of a group of young Palestinians seeking to build a Palestinian model that promotes the concepts of democracy and conflict-resolution alternatives. In line with its vision and values, the Centre works to promote the principles of democracy and human rights in general, and those of vulnerable groups in particular, and to strengthen tolerance, social peace, justice, accountability and gender equality, as well as to consolidate good governance, transparency and integrity. The Centre also contributes to bridging the gap in the psychosocial and legal services that vulnerable and marginalised groups lack.

About the project:

The Palestinian Center for Democracy and Conflict Resolution is carrying out the project "A protective environment against hate speech and supportive of freedom of expression in the Gaza Strip and the West Bank" with the Filastiniyat organisation as principal partner and with the Watan organisation and the Family Development Charitable Association as local partners, with funding from the European Union. The project aims at contributing effectively to developing an environment that guards against hate speech and supports freedom of expression and social peace in both the Gaza Strip and the West Bank, through community mechanisms and sustainable working structures. The project will be carried out over 36 months in the following governorates: the five Gaza governorates, Hebron, Nablus, Ramallah, Tulkarm and Bethlehem.

The project also targets actors in NGOs, civil society organisations and the media in the Gaza Strip and the West Bank, as well as members of the hate speech monitoring team, journalists and media experts, citizens who have been subjected to violations of freedom of expression, officials of the Ministry of Interior, security forces, political analysts, leaders of political parties, secondary school and university students, imams, priests and club presidents, in addition to the community as a whole, including women and persons with disabilities, by reducing hate speech and promoting freedom of expression.

 

Objectives:  

The Palestinian Center for Democracy and Conflict Resolution is looking for a company to produce a film on political hate speech in the Palestinian context in order to achieve the following objectives:

1. To raise interest and stimulate local awareness and political discussion about political hate speech among Palestinians in the West Bank and the Gaza Strip.
2. To raise community awareness of the dangers of incitement to political hate speech and the threat it poses to social peace.

Scope of work and main tasks:

• The Palestinian Center for Democracy and Conflict Resolution welcomes creative ideas and suggestions to deliver the message in an effective and innovative way. The documentary must be driven by empathy and facts, be moving and motivating, and be told primarily from a Palestinian perspective, with interviews and contributions from community members, politicians, victims and decision-makers.
• The film must be produced in Arabic, to the highest quality standards, with high resolution, a brisk pace, effective and suitable colours and appropriate stylistic touches, and finally with English subtitles added.
• The total running time of the documentary is 20 to 30 minutes.
• The film must be produced in its entirety, including writing, filming, editing, voice-over and narration and so on, by the producing company, delivering a final product ready for broadcast to broadcast standards and in Full HD 1920x1080 format with aerial filming shots.
• The entire production process will be closely monitored by the Centre, which will provide continuous review and feedback as well as creative, editorial and technical direction for the film.

Expected timeline:

1. The company awarded the tender must begin work as soon as possible, immediately after the contract is signed.
2. A detailed timetable and work plan must also be submitted within 14 days of the date the contract is signed.
3. A filming schedule must also be submitted before filming begins.
4. The initial cut of each stage of the documentary film must also be submitted to the Centre for review, comment and approval.
5. Finally, the final product (the film) must be delivered to the Centre together with the raw material on an external hard drive no later than 25 March 2021.

 

Experience:

1. 1. Documented work experience of at least three (3) years in documentary film-making, including reportage, writing, production, directing and documentary editing.
2. High-quality filming, lighting, sound and editing equipment.
3. Professionalism in applying high production and technical standards.
4. The ability to coordinate, communicate and conduct interviews with stakeholders.
5. A track record of successful material filmed in the region and/or on similar topics will be considered.
6. A record full of successful films relevant to the film's subject or to similar subjects.
7. The ability to work under pressure and deliver on time.

Applying:

(The deadline 23 December 2020) To apply for the contract, applicants are expected to submit the following:

1. Three links to work samples showing the most important previous productions.
2. Three references (with contact details) from previous clients.
3. A detailed list of technical information on the equipment available for use, including camera, lighting, sound, editing software and so on.
4. A brief presentation of the team, with CVs and job responsibilities of the key people who will take part in producing the documentary.
5. Technical proposal: A detailed filming plan and timeline for all pre-production and production stages.
6. Financial proposal: A clear total cost for the final product.
7. The financial proposal must be in euros.

 Please note that all costs, including transport and any other financial costs, must be included in the total amount, and no additional payments will be made outside the total budget.

– The technical and financial proposals must be enclosed in a sealed, signed envelope and delivered by hand no later than 23 December 2020 before 3:00 pm at the Centre's Gaza and Nablus branch offices.

Applications that do not include a financial proposal will not be processed or considered in any way.

Payment mechanism:

• The Centre pays the contracted company awarded the tender by bank cheque, as agreed between the two parties under the contract agreement.
• Payment is made on delivery of the final version of the film, after the Centre has been provided with a zero-rated tax invoice and a withholding tax certificate.

Evaluation:

• The Centre is not bound to accept the lowest price; 70% of the evaluation will be given to the technical proposal and 30% to the financial proposal.
• Shortlisted candidates will be invited to take part in a session to present their ideas and explain them further.

 Reservations and confidentiality:

• The Centre reserves the right to withhold all or part of the payments if performance is unsatisfactory, if the work or deliverables are incomplete or not delivered, or if deadlines are not met.
• Should the contracted company terminate the contract before delivering all the agreed products, part of the payments must be returned to the Centre.
• The contracted company undertakes to maintain confidentiality over all information that is not in the public domain, and may not take part in another assignment that represents a conflict of interest with the assignment entrusted by the Centre.
• The contracted company undertakes to refrain from promoting any political or religious beliefs through the documentary film produced.
