The Palestinian Center holds a training meeting on evidence gathering and preliminary investigation procedures with juveniles

The Palestinian Center for Democracy and Conflict Resolution held a training meeting on evidence gathering and preliminary investigation procedures with juveniles, within the Child Justice project, with support from Terre des hommes Switzerland and UNICEF, attended by 29 people representing the Ministry of Interior, the Ministry of Social Development, the judiciary and donors. The agenda of the training meeting was as follows:
The meeting was opened by Mr. Fadi Hamad, a lawyer at the Palestinian Center for Democracy and Conflict Resolution, who welcomed those present and thanked them for their cooperation and attendance.
Mr. Mohammed Abdel Bari Attallah, legal adviser and international arbitrator, spoke on the following topics:
The definition of a juvenile in Arab and international conventions and in Palestinian law; the stages of inquiries, evidence gathering and preliminary investigation; the authority of judicial officers; and the juvenile public prosecution.
He also spoke about the legal framework for the procedural stages of evidence gathering and preliminary investigation with juveniles in Palestinian law (Decree-Law No. 4 of 2016) on juveniles: the juvenile prosecution, the role of child protection counsellors, and detention.

The outputs of the training meeting were as follows:

Repeating meetings relating to juveniles.
Holding meetings with child protection counsellors to explain the work they carry out during measures before and after the juvenile commits an offence.
Providing more than one meeting so that participants can fully grasp the law relating to juveniles.
