Conflict Resolution holds a round table meeting on the conditions of prisoners inside the reform and rehabilitation centres

The Palestinian Center for Democracy and Conflict Resolution held a round table meeting on "The conditions of prisoners in the reform and rehabilitation centres between reality and the law", attended by a number of lawyers, reconciliation figures and interested people, at the Centre's premises in Gaza City, within the series of meetings carried out by the project "Stronger oversight, better justice", delivered by the Conflict Resolution Center with funding from the United Nations Development Programme (UNDP).
The meeting was opened with an address by Fadi Hamad, the project's lawyer, in which he stressed the need to learn about the conditions of those held in detention, to establish how far the procedures applied to them suit the charges brought against them, and how they are treated and distributed inside the reform centres.

The meeting's guest, Dr. Tareq Al-Deirawi, lecturer at the Faculty of Law and Judicial Practice at Palestine University, then spoke about the law of civil and administrative procedure and the conditions to be observed when bringing an action, and about how a case may not be adjourned more than once for the same reason unless the court is satisfied that it should be.
In the same context, Mr. Mohammed Attallah assessed the existing situation at the reform and rehabilitation centres, the conditions of inmates and the procedures applied to those detained and convicted in financial cases, and the main problems they suffer from in places of temporary detention, the most important being the loss of contact with the outside world, their being denied the right to seek the assistance of a lawyer during the initial investigation stage, the problems of administrative detention, and their suffering in those places in terms of the unfitness of the detention environment and poor ventilation.

Both the guest speakers and those present addressed more than one question on imprisonment for financial liabilities, the legal period of detention and imprisonment, and other questions falling under the code of criminal procedure.
