The Rafah municipality drafts the citizen's charter for the cleaning service in Rafah

The Rafah municipality drafted the citizen's charter for the cleaning service in the city, during a workshop held by the Palestinian Center for Democracy and Conflict Resolution in cooperation with the municipality, in which the cleaning department and the relevant parties at the municipality took part, in addition to citizens represented by the neighbourhood committees, the organisations and the social accountability office.
The participants in the workshop set the standards expected for delivering the service in the best way, and defined the roles and responsibilities the municipality is required to abide by, as well as the role required of citizens, since the citizen's charter carries within it mutual obligations between the citizens and the municipality, proceeding from the equation of mutual rights and duties.
The director of the cleaning and gardens department at the Rafah municipality, engineer Osama Abu Nuqaira, confirmed that applying the charter's clauses aims at raising the general standard of the city of Rafah, and at involving the local community in the process of developing infrastructure and services in the governorate.
He explained that the municipality will publish the details of the charter agreed with the neighbourhood committees and the local community organisations through the media and printed materials in the various neighbourhoods of the governorate.
He expressed his hope that publishing the cleanliness charter will contribute to increasing the effectiveness and efficiency of the waste collection system in place in the city of Rafah, through the application by the municipality and the citizens of the clauses included in it.
Raed Saada, coordinator of the social accountability in local government project, said that the citizen's charter contributes to setting specific and measurable standards for the quality and type of service provided, works on making available all the information connected with delivering the service, works on creating a dialogue between the service provider and the service recipient, and leads to innovation, the development of work and the optimal use of resources. It is one of the social accountability tools that fall within the activities of the project for strengthening social accountability mechanisms in the Rafah municipality, which the Centre carries out with funding from the Federal Ministry for Economic Cooperation and Development BMZ, and with the support of the German Agency for International Cooperation GIZ.
