The role of the Community Development and Accountability Committee: partners in community initiatives
The community committee's role begins with identifying the need for projects or services, through design and implementation, and ends with follow-up and evaluation.
1. Identifying the ideas for the initiatives came as a result of discussion sessions with the local communities (the stage of identifying the need for the service)
2. The specifications for the containers, the shelters and the street lamps, also through discussion between the community committee representing the residents of the local communities and the municipality (the design stage of the initiatives)
3. Now that the two initiatives for supplying the containers and installing the shelters have been awarded to the Bellavista company, the community committee is planning the process of carrying out the initiatives and setting the criteria and working methods to ensure a fair, transparent and sound distribution, while the consultant will review the specifications of the street lamps with the community committee. (The stage of carrying out the community initiatives.)
4. The committee will work to maintain these initiatives and to help with their upkeep and to develop a sense of responsibility and ownership of the projects by making residents aware, particularly after their participation in identifying the needs, the design and the implementation, which means a greater sense of ownership towards this property.
It is worth noting that the project for developing marginalised local communities is carried out in partnership with seven municipalities in the central and southern Gaza Strip (Bureij, Al-Qarara, Abasan Al-Jadida, Khuzaa, Al-Shoka, Al-Nasr and Rafah) and implemented through the Municipal Development and Lending Fund (MDLF) with funding from the Swiss Agency for Development and Cooperation (SDC) and the German development agency GIZ.
The project "Developing marginalised local communities in the Gaza Strip" aims at contributing to strengthening social accountability and gender equality, in addition to applying democratic practices and concepts in Palestinian society, which are included in the strategies of the Palestinian national policy agenda (2017-2022), particularly those aimed at developing and improving the quality of the services provided to citizens by creating an active and accountable governmental philosophy that responds to citizens' needs. It aims in particular at enabling the fragile communities in the target municipalities to obtain accountable infrastructure services and at improving community participation in the decisions the municipalities take relating to improving the living conditions of citizens in those areas.
